I found this after looking for updates to the long running PT preference and database helper:

I am happy to see that Peter has taken the time to make this tool for PT11 users and I don't want to sound like an ungrateful whiner, (it's free and appreciated!) but I must say that for me, it's only half way there without a backup/restore function.
Trashing and restoring a carefully created (all my plugin defaults, Dcommand prefs etc) backup has always been my default first step when dealing with PT weirdness. The convenience provided by the original pref/database helper.
I can't speak for everyone, but personally, I would happily pay for a full featured utility PT11. I know nothing about programming or the associated time/costs, but perhaps a kickstarter campaign could meet those needs?
