Fast Track Pro digital static/noise on PC USB, none when plugged into Macbook

Okay, so i have an m-audio fast track pro. I recently build a new PC because my old Macbook would not handle protools or other modern DAWs.



I get a constant digital type static (constant hiss and some intermittent bleeps and boops) on the line when plugged into all PC USB ports. I can hear it the moment it's plugged in and it's difficult to record or play audio. The static is not actually that bad, but when recording audio (like drums) which has dead air int-between hits, it just won't do because you can hear it.



What's weird is I brought my old Macbook out and it doesn't do this. I was able to record with the static and I cannot hear it when plugged in.



Can anyone offer some information on how to troubleshoot this? Should I contact the motherboard manufacture? Could I try anything to eliminate this? What is the technical term for this?
