tooltips don't work anymore

When I first got pro tools 11 the tooltips would give me, the new user, tips about what all those icons mean. They have slowly dissappeared until now when they don't come on at all. And yes I know the setup/preferences/function-details trick. It doesn't turn them on. And yes I have attempted to turn them off (i guess even more off than they already are) and then back on again. Any clues any one?
