Error 997 Windows 7

Ok avid I'd like someone to tell how I instal protools on windows. So far I have tried everything I got rid the Windows Security files and restored them to no avail still not fixed. I tried the command prompt and tried running the install as the admin still not successful in the instal. Being such a long time customer I shouldn't have to pay for one of you Avid guys to hop on the phone with me to fix your softwares problem. I need this up and running ASAP. Does anyone know what this issue stems from?
