no license on ilok

just recently bought pro tools with ilok i downloaded the ilok support installer but it says i have no licenses on my ilok...i then go activate my pro tools card and it tells me to enter my ilok user name i did and it tells me there is no license for upgrade....i don't understand how i don't have any license when its a brand new ilok
