What "backup" layouts are for?

Maybe (probably) I'm missing something, but one of our S6 surface started to generate "backup" layouts. This happens only occasionally. The workflow is the same, I create a few layouts and sometimes out of thin air, some backup layout is appearing in the list. Why is it happening? Is it normal?
