Midi is consistently off in 12.3!!!

I will record a midi track in 12.3 and it sounds right going down but after the recording the midi notes on the region look like they are behind the beat like I have the worst timing in the world. BUT... it's consistent. Which means there is some kind of midi latency going on inside of PT.

I am recording at 64buffers...24/44.1 Never had an issue with previous versions with the same setup. Can somebody help???
