Creating custom shortcuts

I am working in a media organisation with protools across 50 PC workstations. I would like to create a short key assigning the comand : ctr/****/enter
to the querty key on the top left. Wavelab has a one key command that selects everything to the right which would include the group all command. The way users can move all elements on the timeline to the right without any clips moving out of sync down the timeline.
