Having problems panning

Ive searched for solutions to this before posting this thread. i have not yet found one that works for me. i have a single vocal mono track. i want to pan it only to the left side. i move the pan button it doesnt work. i tried to bus it to a stereo track, even the stereo tracks i have dont pan. that panning knob does absolutely nothing for me. ive used it before with no problems but havent used it in a while. i checked automation. ive gone through various steps i found in different topics. if anyone could help it would be much appreciated. its something for such a small project and it doesnt seem like it should be that difficult. thanks
