Stiatic Issue w/ Pro Tools 11

I have the newest version of Pro Tools 11 and have been using it for quite some time now. My interface is an Eleven Rack and my monitors are Rokit 6 G3, when I plug into the eleven rack and just turn the speakers on (before opening Pro Tools) the sound comes through just fine no glitchs or anything. However... When I start loading up pro tools and get my tracks record enabled it sounds good but as soon as I hit F12 to record and im counted in it comes through as terrible static while im recording and is also heard in the playback. I tried to see if it was my guitar and tried all of my instruments and all of them did the same thing, I also did just a guitar signal no amp sounds or anything but just a direct in and I am still getting static, my cables are brand new, pickups have new batteries etc. The only way I have found to "semi" counter this is to go into setup-->playback engine-->buffer and set that to anything "(just change it) I had it set to 128 and would change it to 64 and then back and the popping and static would go down a little but is still there... any help?

I run a windows 8 OS with 500gb or 1tb hard drive I can't remember for sure, I have 8GB of ram and thats all the info I know off the top of my head. I can post an updated post with my full computer specs but It will have to be done after I get off work... Any help with this issue would be greatly appreciated!
