Smart Tool Shortcut

I used to be able to press either F6+F7 or F7+F8 to select the smart tool but now that doesn't work. F6, F7, F8 work on their own for the individual tools but I can't get F6+F7 or F7+F8 to work for the Smart Tool.

I consulted the PT Shortcuts PDF and it tells me that those should work as well as Command+7. Command +7 does work but I'm wondering if there is a away I can get either F6+F7 or F7+F8 working again as that is engrained in my brain when editing quickly.
