Will VCA Groups be coming to PT Vanilla next?

Has anyone found any logic as to why Input Monitoring was unlocked but VCAs were not in 12.1? I was absolutely thrilled by the Input Monitoring addition, but the lack of VCAs still makes me often go over to Logic X - when I'd rather stay completely in Pro Tools.

Is the unlocking of HD features completely random or does anyone see a method to the madness?
