Unable to do a clean install of Pro Tools 12.3.1 on Windows 10 brand new laptop

So I don't believe this is so much an Avid thing as a Microsoft thing BUT, it still sucks. I bought a brand spankin' new Dell Inspiron Laptop, 6500 Skylark i7 CPU, 16 GB RAM and Windows 10 Home upgraded to Pro for $99. Did a completely clean install. Downloaded the latest build of Pro Tools 12.3.1 from Avid. It successfully installs the Application Manager but halts/stops when it gets to Pro Tools. I think this is a direct result of new MSIexec (Windows Installer) pushed out in the November 1151 build. I think this because while most programs I needed to install work, certain MSI one's don't. Same problem installing EasyDrummer2 and EasyKeys Retro - they don't install. The installers just won't launch. I know Windows 10 isn't officially qualified yet but, really? It's been out for a flippin' year and now I'm forced to roll back to Windows 8 if I wanna use Pro Tools? There are so many examples of great online installers out there - Avid seriously take note. One of the best, seamless installers I've come across recently is Addictive Drums. Studio One 3 is another - flawless! Who agrees? Any one else experience this with the latest build of Windows 10 Pro or have any tips for me on how to get the installers working?
