Cant activate a plugin if copied from deactivated track

This looks like a bug:
When I copy a plugin from deactivated audio track to a new activated audio track I can't activate that plugin and "can't activate plugin because its track isn't active" pops up.
Solved this by activating the tracks and then copying the plugin, but this never happened before in PT 10HD.
